What is "fleet management"?
- In fleet management, TDS assumes complete responsibility, except for dispatch and worksite supervision, for all or a specifically designated part of a customer's private fleet. TDS will assume dispatch and worksite supervision in on-site fleet management arrangements.
- "Complete responsibility" is hiring, wages, payroll administration, workers' compensation and unemployment administration, drug testing, and maintaining driver DOT files.
- TDS will also take responsibility for all drivers during their "trial period" with a carrier.
- Training, dispatch and day-to-day performance direction are left to the customer or in the case of an on-site arrangement are assigned to TDS.
- Discipline and discharge decisions can be made by either the customer or TDS. This is called "joint responsibility".
- Fleet management is not "payrolling" nor is it a "PEO".
- With payrolling and PEO services, customers have complete responsibility for hiring and retention decisions.
- With fleet management, hiring and retention are shared responsibilities between TDS and the customer
